STANDING COMMITTEES

Newsletter Committee
Chair – Debbie Maynor, City of Killeen

The purpose of the Newsletter Committee is to ensure preparation of the bi-monthly TMHRA newsletter that serves as a communication vehicle for members. Members rely on the Newsletter as their primary source of information from TMHRA. Therefore, there are high expectations that the Newsletter is well written, informative and entertaining. The Newsletter should contain information such as: upcoming programs and events; summary of past programs; President’s column; and timely articles on recent human resources topics and developments. The committee’s work involves the following:

Program Committee
Chair – Martha Butz, City of Highland Village

The Program Committee is responsible for planning educational programs for all TMHRA-sponsored events. The committee’s work involves recommending topic and speaker ideas to the Board. Additional duties include the following:

Nominating Committee
Chair – Bonita Hall, City of Cleburne

The Nominating Committee develops a slate of board candidates for annual elections. The Nominating Committee has 5 members with no more than 3 members currently on the Board. Past board members are an excellent source for committee membership. The Nominating Committee presents a slate of candidates at the mid-year conference with 2 nominees for Secretary-Treasurer and 6 nominees for selection of 3 new Board members. The Nominating Committee is chaired by the Vice President.

AD HOC COMMITTEES

Technology Committee
Chair – Richard Hodapp, City of Fort Worth

The Technology Committee assesses the use of technology to provide information to TMHRA members. Committee members should consider the ever-changing needs of members as the driving force. In other words, meeting member needs, not technology itself, should drive new initiatives.

New Member Committee
Chair – Janie Mehrens, City of Brenham

The New Member Committee is responsible for the following: Recognizing and welcoming new members to TMHRA including publishing a list of new members, greeting new members at TMHRA functions, and arranging for Board members to telephone new members and welcome them into TMHRA.

TML Salary Survey Committee
Chair – Gayle Sims, City of Waxahachie

The TML Salary Survey Committee evaluates the effectiveness of the TML Salary Survey and makes recommendations to the Board for improvements.

Sponsorship Committee
Chair – Tadd Phillips, City of San Angelo

The purpose of the Sponsorship Committee is to solicit sponsorships from businesses to assist in funding TMHRA activities. A list of potential sponsors is developed and maintained. Contacts (phone calls, letters, etc.) are made with potential sponsors. A list of actual sponsors and sponsorship amounts is maintained. Also, communication is maintained with TML staff to track payments and benefits as outlined in the sponsorship brochure.

Legislative Committee
Chair – Gayle SIms, City of Waxahachie

The Legislative Committee tracks proposed legislation during the legislative session and provides status updates to the Board.

Civil Service Coalition Committee
Chair – Jim Parrish, City of Amarillo

The Civil Service Coalition Committee organizes the coalition through the current designated City Manager. Civil service city representatives (city manager, city attorney, fire chief, police chief, HR Directors) are invited to an organizational meeting on legislative issues. Resolutions are developed and voted on by the TMHRA Board for submission to the TML Board Resolutions Committee. The chair serves as communication liaison between the members and the TML staff via email and fax during the legislative season.

TxPELRA/Civil Service Committee
Chair – Jim Parrish, City of Amarillo

The TxPELRA/Civil Service Committee oversees TMHRA’s professional development, training and education in employee-management issues, and arbitration procedures. The committee is the liaison to the Texas Public Employers Labor Relations Association (TxPELRA).

TxPELRA is a group of municipal leaders with common concerns in labor relations. TxPELRA strives to provide its members with high-quality, progressive labor relations advice that balances the needs of management, employees, and the public. TxPELRA also works to promote the interests of public sector management in the judicial and legislative arenas and to provide opportunities for networking among members by establishing state and regional organizations throughout the country.

The National Public Employer Labor Relations Association (NPELRA) is a nationwide organization of over 2,000 public sector professionals employed by federal, state, and local governments, school and special districts. NPELRA’s members represent public employers in a wide range of areas, from employee-management contract negotiations to working with arbitrators under grievance and arbitration procedures.

Other Committees

Other committees will be established by the President, as the need arises.
